Senate Passes SB 931 to Continue Diablo Canyon Community Funding
SACRAMENTO – The California State Senate today passed Senate Bill 931 by Senator John Laird, legislation to ensure continued support for communities impacted by the ongoing operation of the Diablo Canyon Power Plant.
SB 931 extends authorization for the Essential Services Mitigation Program through 2030, aligning the program with the state’s decision to extend Diablo Canyon’s operations.
“SB 931 ensures that communities surrounding Diablo Canyon are not left carrying the financial burden of supporting critical public services tied to the plant’s continued operation,” said Laird. “This funding supports emergency preparedness, fire protection, public safety, and education – services local residents have relied on for decades.”
The Essential Services Mitigation Program was originally established to help offset local impacts associated with the plant and provide funding support for affected jurisdictions and services in San Luis Obispo County. While the state extended Diablo Canyon’s operations through 2030, the associated community funding authorization was not extended alongside it.
SB 931 addresses that gap by continuing the program through the updated operational period.
The bill passed the Senate on a 29–10 vote and now advances to the Assembly for consideration.
