John's Journal - June 2025 Edition
Dear Friends and Neighbors,

While June marks the midpoint of the calendar year, it has felt far longer – weighted by the heaviness of the moment we are living through. The urgency and anxiety that many Californians feel has only intensified, as deep divisions in our country have continued to reveal themselves in heartbreaking ways. Earlier this month, millions across the country came together to mark No Kings Day, a powerful grassroots demonstration where people of all ages and backgrounds gathered to send a clear, unified message: that the authoritarian behavior and destructive policies of the Trump Administration are out of step with the values of democracy, equity, and decency that define the American spirit and those that live in the 17th Senate District. It was a moment of courage and clarity; a reminder that people power and democracy remains a force to be reckoned with.
And yet, in the same breath, we were reminded of just how dangerous the consequences of extremism have become. Democratic legislators across the country have increasingly found themselves in the crosshairs – facing harassment, threats, and, in the most horrific case, violence. The tragic death of Minnesota House Speaker Melissa Hortman at the hands of a right-wing extremist was not just an attack on one individual, but an attack on our democratic institutions and everyone who believes in civil discourse and public service. Her loss is deeply felt, not just in Minnesota, but by all who believe in building a better, fairer future through public leadership.
Even amid this grief and anger, June also gave us space to celebrate resilience, joy, and community. Pride Month reminds us of the strength and contributions of the LGBTQ+ community and of the generations before us who fought for visibility, equality, and love without fear. Across all four counties in my district, I saw vibrant celebrations that defied hate with hope and solidarity. I was particularly proud to join the 50th Pride in Santa Cruz alongside former parade grand marshals. In honoring Pride, let us all recommit ourselves to the ongoing struggle for inclusion and justice, especially as LGBTQ+ rights continue to face renewed attacks.
This June has been a month of contrasts – grief and celebration, outrage and resolve. And as we move into the second half of the year, we carry with us the lessons, losses, and love that June brought forward.

Capitol Update
With the Senate's bill deadline now behind us, I’m proud to share that 17 of my bills are advancing to the Assembly. This legislative package addresses urgent issues facing both the state and the Central Coast – from expanding affordable housing in the coastal zone and modernizing participation on state boards and commissions, to improving safety standards for clean energy projects and protecting the health of our firefighters. The Legislature has taken a thoughtful and strategic approach to this budget to protect Californians from the reckless and inconsistent actions of the Trump administration. This plan helps reverse harmful cuts that would have deeply impacted our most vulnerable residents, while still making the tough choices needed to keep our budget balanced. As Chair of the Budget Subcommittee on Education, I’m proud that we continue to prioritize public education, defend critical funding for the UC and CSU systems, and invest in programs like the Middle Class Scholarship, Universal Meals for school children, and the California Local News Fellowship – ensuring communities stay informed and engaged. I want to also congratulate my colleague, Senator Monique Limón, on her historic ascension as the next President Pro Tempore of the California State Senate. We’ve worked closely on a range of critical issues — from supporting working families and expanding environmental protections to uplifting marginalized communities. Together, we’ve stood strong for the Central Coast, and I look forward to continuing that partnership in her new role as we fight for a stronger, more equitable California.
District Update

It's hard to find the words to capture the loss of my dear friend and longtime Santa Cruz public servant, Mike Rotkin. For decades, Mike was a fixture at Pride – volunteering in his day-glo vest at the corner where the parade began. When he wasn't there a few weeks ago, it was a signal. Mike and I were sworn in together to the City Council in 1983, kicking off seven years of shared service in the 1980s, and the beginning of his six terms on the Council and five as Mayor. Even after elected office, he continued serving, right up to the end, on transportation bodies and mentoring hundreds, if not thousands, of UCSC Community Studies students. He defined what it means to be a public servant. Mike was always my partner, through every chapter of my own public service. My heart is with Madelyn and the entire Rotkin family.
What a privilege to be out and about in the district, one of the most beautiful, diverse, and dynamic regions in California (and a welcome break from the Sacramento heat!). From coastal communities to rural towns, every corner of the district reflects the resilience and dedication of the people who call it home. What an honor to address an energized crowd at No Kings Day in San Luis Obispo County. The Central Coast has been clear that the Trump Administration does not represent its values! Events like these are a powerful reminder of our community’s values, and our collective commitment to protecting them.

The Centro Binacional para el Desarrollo Indígena Oaxaqueño continues to be a vital voice for Indigenous communities across California. I had an insightful and meaningful meeting at their Greenfield office, where we discussed the unique challenges Indigenous migrant communities face and how the state can better support their language access, labor rights, and cultural preservation.

Highway 1 along the Big Sur coast is a global attraction. It was a pleasure to meet with stakeholders from Visit CA, local tourism agencies, and constituents to discuss how vital it is to re-open the entirety of the highway as quickly and safely as possible.

Great breakfast with the Chowder Group in Monterey County where I gave an update on the state budget and my work on behalf of the 17th District!

A major milestone was reached on the San Benito Route 156 Improvement Project — a long-overdue investment that will improve safety, ease traffic congestion, and strengthen the Central Coast's connection to the Bay Area and Central Valley for generations to come. A huge win for San Benito County and the entire region!

What a beautiful day celebrating love, community, and inclusion at Monterey Peninsula Pride! It was a powerful reminder of how far we’ve come — and how vital it is to keep showing up for one another. Grateful to walk alongside so many friends, including Monterey Mayor Tyller Williamson, in a celebration of progress and resilience.

Atascadero Pride was a joyous and affirming celebration, where our LGBTQ+ community and allies came together to uplift one another and spread a powerful message of love, inclusion, and solidarity. Events like this remind us of the strength found in community and the ongoing importance of standing up for equality—especially in the face of rising hate.

Team Laird was thrilled to attend the groundbreaking of San Luis Obispo County’s transformative Welcome Home Village housing project! With housing continuing to be one of the most pressing issues in the 17th District, innovative projects like this are critical steps toward addressing homelessness and expanding access to supportive housing. Grateful to the local leaders and partners who are making this vision a reality.
